Jejich kvalifikaci ur\u010duje z\u00e1kon o odborn\u00e9m vzd\u011bl\u00e1v\u00e1n\u00ed a vyhl\u00e1\u0161ka o zp\u016fsobilosti \u0161kolitel\u016f. Dok\u00e1\u017eou tyto p\u0159edpisy reagovat na dynamick\u00e9 spole\u010densk\u00e9 zm\u011bny? T\u00edm se formou peer review zab\u00fdvali hodnotitel\u00e9 s\u00edt\u011b EQAVET.<\/em><\/p><p>\u0160kolitel\u00e9 v podnic\u00edch hraj\u00ed v n\u011bmeck\u00e9m du\u00e1ln\u00edm syst\u00e9mu d\u016fle\u017eitou roli. Kvalita odborn\u00e9 p\u0159\u00edpravy do zna\u010dn\u00e9 m\u00edry z\u00e1vis\u00ed na jejich kvalifikaci a kompetenc\u00edch. V\u00a0sou\u010dasn\u00e9m rychle se m\u011bn\u00edc\u00edm sv\u011bte nav\u00edc \u0161kolitel\u00e9 stoj\u00ed p\u0159ed nelehk\u00fdm \u00fakolem nau\u010dit sv\u00e9 sv\u011b\u0159ence nov\u00fdm dovednostem.<\/p><p>T\u00e9matem <a href=\"https:\/\/vzdelavaniaprace.cz\/eqavet\/aktivity-vzajemneho-uceni-a-hodnoceni\/\">peer review<\/a>, kter\u00e9 v\u00a0roce 2024 uspo\u0159\u00e1dal Spolkov\u00fd institut pro odborn\u00e9 vzd\u011bl\u00e1v\u00e1n\u00ed a\u00a0p\u0159\u00edpravu (BIBB), se stala kvalifikace podnikov\u00fdch \u0161kolitel\u016f a zaji\u0161\u0165ov\u00e1n\u00ed kvality. Akce se v\u00a0roli hodnotitel\u016f z\u00fa\u010dastnili z\u00e1stupci <a href=\"https:\/\/vzdelavaniaprace.cz\/eqavet\/sit-eqavet\/\">s\u00edt\u011b EQAVET<\/a> z \u010cesk\u00e9 republiky, Rakouska, Portugalska, \u0160pan\u011blska a\u00a0\u0158ecka. Hodnotitel\u00e9 poskytli n\u011bmeck\u00fdm koleg\u016fm zp\u011btnou vazbu ke kvalifika\u010dn\u00edm po\u017eadavk\u016fm na podnikov\u00e9 \u0161kolitele i s\u00a0ohledem na schopnost \u0161kolitel\u016f reagovat na aktu\u00e1ln\u00ed celospole\u010densk\u00e9 v\u00fdzvy.<\/p><h5><span style=\"color: #006eb8\"><strong>\u0160kolitel\u00e9 v n\u011bmeck\u00fdch firm\u00e1ch<\/strong><\/span><\/h5><p>V N\u011bmecku je du\u00e1ln\u00ed syst\u00e9m odborn\u00e9ho vzd\u011bl\u00e1v\u00e1n\u00ed zalo\u017een na spolupr\u00e1ci mezi podniky a odborn\u00fdmi \u0161kolami, p\u0159i\u010dem\u017e 70 % vzd\u011bl\u00e1v\u00e1n\u00ed prob\u00edh\u00e1 v podnic\u00edch a 30 % ve \u0161kol\u00e1ch. Velk\u00fd pod\u00edl odpov\u011bdnosti za odbornou p\u0159\u00edpravu nesou pr\u00e1v\u011b podnikov\u00ed \u0161kolitel\u00e9. Z\u00a0toho d\u016fvodu se na p\u0159\u00edpravu u\u010d\u0148\u016f ve firm\u00e1ch vztahuje cel\u00e1 \u0159ada pravidel. Podniky poskytuj\u00edc\u00ed odbornou p\u0159\u00edpravu mus\u00ed disponovat vhodn\u00fdmi prostory i person\u00e1lem. Ka\u017ed\u00fd podnik, kter\u00fd nab\u00edz\u00ed odborn\u00e9 vzd\u011bl\u00e1v\u00e1n\u00ed, mus\u00ed zaregistrovat alespo\u0148 jednoho zam\u011bstnance, kter\u00fd slo\u017eil zkou\u0161ky podle vyhl\u00e1\u0161ky o zp\u016fsobilosti \u0161kolitel\u016f (AEVO), coby odpov\u011bdn\u00e9ho \u0161kolitele pro dan\u00e9 povol\u00e1n\u00ed.<\/p><p>Z n\u00e1rodn\u00edch pr\u016fzkum\u016f (1998\u20131999) vypl\u00fdv\u00e1, \u017ee 16 % n\u011bmeck\u00fdch zam\u011bstnanc\u016f je pravideln\u011b pov\u011b\u0159eno vzd\u011bl\u00e1v\u00e1n\u00edm u\u010d\u0148\u016f. Tito podnikov\u00ed \u0161kolitel\u00e9 se d\u011bl\u00ed do \u010dty\u0159 kategori\u00ed:<\/p><ul><li>mana\u017ee\u0159i odborn\u00e9 p\u0159\u00edpravy,<\/li><li>\u0161kolitel\u00e9 na pln\u00fd \u00favazek,<\/li><li>\u0161kolitel\u00e9 na \u010d\u00e1ste\u010dn\u00fd \u00favazek,<\/li><li>kvalifikovan\u00ed pracovn\u00edci zaji\u0161\u0165uj\u00edc\u00ed odbornou p\u0159\u00edpravu.<\/li><\/ul><p>\u00a0<\/p><p>Pouze 6 % vykon\u00e1v\u00e1 roli \u0161kolitele na pln\u00fd \u00favazek, zat\u00edmco zbytek tuto funkci zast\u00e1v\u00e1 na \u010d\u00e1ste\u010dn\u00fd \u00favazek. Pracovn\u00edk\u016f, kte\u0159\u00ed se pod\u00edlej\u00ed na vzd\u011bl\u00e1v\u00e1n\u00ed u\u010d\u0148\u016f, je v\u0161ak v\u00a0praxi mnohem v\u00edce. Do procesu vzd\u011bl\u00e1v\u00e1n\u00ed se toti\u017e n\u011bkte\u0159\u00ed pracovn\u00edci zapojuj\u00ed neform\u00e1ln\u011b (bez osv\u011bd\u010den\u00ed).<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-702ad34 elementor-widget elementor-widget-image\" data-id=\"702ad34\" data-element_type=\"widget\" data-widget_type=\"image.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<img fetchpriority=\"high\" decoding=\"async\" width=\"764\" height=\"430\" src=\"https:\/\/vzdelavaniaprace.cz\/eqavet\/wp-content\/uploads\/sites\/3\/2024\/08\/20240813_nemecke_skolitele_ve_firmach2.jpg\" class=\"attachment-full size-full wp-image-2935\" alt=\"\" srcset=\"https:\/\/vzdelavaniaprace.cz\/eqavet\/wp-content\/uploads\/sites\/3\/2024\/08\/20240813_nemecke_skolitele_ve_firmach2.jpg 764w, https:\/\/vzdelavaniaprace.cz\/eqavet\/wp-content\/uploads\/sites\/3\/2024\/08\/20240813_nemecke_skolitele_ve_firmach2-300x169.jpg 300w\" sizes=\"(max-width: 764px) 100vw, 764px\" \/>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-19b11a8 elementor-widget elementor-widget-text-editor\" data-id=\"19b11a8\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h5><span style=\"color: #006eb8\"><strong>P\u0159edpisy ur\u010duj\u00ed kvalifikaci \u0161kolitel\u016f<\/strong><\/span><\/h5><p>Z\u00e1kladn\u00edm legislativn\u00edm r\u00e1mcem pro kvalifikaci podnikov\u00fdch \u0161kolitel\u016f v N\u011bmecku je z\u00e1kon o odborn\u00e9m vzd\u011bl\u00e1v\u00e1n\u00ed (BBiG, 1969) a vyhl\u00e1\u0161ka o zp\u016fsobilosti \u0161kolitel\u016f (AEVO, 1972). Podle <strong>z\u00e1kona o\u00a0odborn\u00e9m vzd\u011bl\u00e1v\u00e1n\u00ed<\/strong> mohou vzd\u011bl\u00e1v\u00e1n\u00ed ve firm\u00e1ch poskytovat pouze osobnostn\u011b a odborn\u011b zp\u016fsobil\u00e9 osoby. <strong>Vyhl\u00e1\u0161ka o zp\u016fsobilosti \u0161kolitel\u016f<\/strong> d\u00e1le stanovuje minim\u00e1ln\u00ed po\u017eadavky na kvalifikaci podnikov\u00fdch \u0161kolitel\u016f a definuje zmi\u0148ovan\u00e9 standardy osobnostn\u00ed a odborn\u00e9 zp\u016fsobilosti. Prost\u0159ednictv\u00edm <strong>r\u00e1mcov\u00e9ho pl\u00e1nu<\/strong> vyhl\u00e1\u0161ka vymezuje obsah, jeho\u017e zvl\u00e1dnut\u00ed m\u00e1 budouc\u00ed podnikov\u00fd \u0161kolitel prok\u00e1zat b\u011bhem zkou\u0161ky, kterou obvykle organizuj\u00ed komory (zejm\u00e9na \u0159emesln\u00e1 a obchodn\u00ed komora a pr\u016fmyslov\u00e1 a hospod\u00e1\u0159sk\u00e1 komora). R\u00e1mcov\u00fd pl\u00e1n tak\u00e9 slou\u017e\u00ed jako doporu\u010den\u00e1 osnova pro kurzy, kter\u00e9 p\u0159ipravuj\u00ed z\u00e1jemce o pozici \u0161kolitele ke zkou\u0161ce. Poskytovat vnitropodnikov\u00e9 \u0161kolen\u00ed jsou z\u00e1rove\u0148 opr\u00e1vn\u011bni tak\u00e9 dr\u017eitel\u00e9 mistrovsk\u00e9 zkou\u0161ky v\u00a0dan\u00e9m \u0159emesle.<\/p><p>Vyhl\u00e1\u0161ka s\u00a0pomoc\u00ed r\u00e1mcov\u00e9ho pl\u00e1nu m\u011bla zajistit jednotn\u00e9 standardy kvality pro p\u0159\u00edpravu podnikov\u00fdch \u0161kolitel\u016f. V minulosti se ale setk\u00e1vala s\u00a0\u010d\u00e1ste\u010dn\u00fdm odporem ze strany firem. V roce 2003 byla dokonce platnost vyhl\u00e1\u0161ky pozastavena, aby se sn\u00ed\u017eil administrativn\u00ed tlak, a podniky tak mohly nav\u00fd\u0161it po\u010det m\u00edst v\u00a0odborn\u00e9 p\u0159\u00edprav\u011b v\u00a0dob\u011b vysok\u00e9 nezam\u011bstnanosti. V\u00a0n\u00e1vaznosti na \u010detn\u00e9 probl\u00e9my s\u00a0kvalitou vzd\u011bl\u00e1v\u00e1n\u00ed byla v\u0161ak vyhl\u00e1\u0161ka v roce 2009 znovu uvedena v platnost. Od t\u00e9 doby je vn\u00edm\u00e1na i zam\u011bstnavateli jako minim\u00e1ln\u00ed standard pro podnikov\u00e9 \u0161kolitele a sou\u010dasn\u011b jako kl\u00ed\u010dov\u00fd n\u00e1stroj pro zaji\u0161t\u011bn\u00ed kvality odborn\u00e9ho vzd\u011bl\u00e1v\u00e1n\u00ed.<\/p><h5><span style=\"color: #006eb8\"><strong>Reakce na spole\u010densk\u00e9 zm\u011bny<\/strong><\/span><\/h5><p>Spolkov\u00fd institut pro odborn\u00e9 vzd\u011bl\u00e1v\u00e1n\u00ed a p\u0159\u00edpravu se ve sv\u00e9 studii (2020\u20132021) zab\u00fdval t\u00edm, zda vyhl\u00e1\u0161ka o zp\u016fsobilosti \u0161kolitel\u016f a jej\u00ed r\u00e1mcov\u00fd pl\u00e1n dostate\u010dn\u011b odr\u00e1\u017eej\u00ed v\u00fdzvy sou\u010dasn\u00e9ho sv\u011bta. Uk\u00e1zalo se, \u017ee kompetence podnikov\u00fdch \u0161kolitel\u016f, kter\u00e9 stanovuje vyhl\u00e1\u0161ka, nedosta\u010duj\u00ed pro \u0159e\u0161en\u00ed v\u00fdzev transformuj\u00edc\u00edho se trhu pr\u00e1ce. Studie doporu\u010dila zachovat vyhl\u00e1\u0161ku jako dostate\u010dn\u011b flexibiln\u00ed n\u00e1stroj, ale modernizovat r\u00e1mcov\u00fd pl\u00e1n, aby odpov\u00eddal sou\u010dasn\u00fdm v\u00fdzv\u00e1m, jako je digitalizace, udr\u017eitelnost, demografick\u00e9 zm\u011bny \u010di heterogenita. Doporu\u010den\u00ed byla v\u00a0roce 2023 ve vyhl\u00e1\u0161ce zohledn\u011bna. \u00a0<\/p><p>Podpora podnikov\u00fdch \u0161kolitel\u016f v\u00a0N\u011bmecku se v\u0161ak neomezuje pouze na aktualizace legislativn\u00edch r\u00e1mc\u016f. Existuje tak\u00e9 cel\u00e1 \u0159ada dal\u0161\u00edch podp\u016frn\u00fdch iniciativ pro podniky a \u0161kolitele, kter\u00e9 ve \u0161kolen\u00edch zohled\u0148uj\u00ed t\u00e9mata digitalizace a udr\u017eitelnosti. Jednou z\u00a0nich je celost\u00e1tn\u00ed kvalifika\u010dn\u00ed program dal\u0161\u00edho vzd\u011bl\u00e1v\u00e1n\u00ed <a href=\"https:\/\/leando.de\/\" target=\"_blank\" rel=\"noopener\">MIKA<\/a> v\u00a0rozsahu 60 hodin, kter\u00fd podporuje medi\u00e1ln\u00ed a IT dovednosti pracovn\u00edk\u016f ve vzd\u011bl\u00e1v\u00e1n\u00ed. V souvislosti s rostouc\u00edm nedostatkem kvalifikovan\u00e9 pracovn\u00ed s\u00edly je st\u00e1le d\u016fle\u017eit\u011bj\u0161\u00ed um\u011bt nab\u00eddnout mlad\u00fdm lidem atraktivn\u00ed a modern\u00ed odborn\u00e9 vzd\u011bl\u00e1v\u00e1n\u00ed. K tomu pat\u0159\u00ed i z\u00e1kladn\u00ed znalosti informa\u010dn\u00edch a komunika\u010dn\u00edch technologi\u00ed, kter\u00e9 by \u0161kolitel\u00e9 m\u011bli profesion\u00e1ln\u011b vyu\u017e\u00edvat.<\/p><p>Dal\u0161\u00ed iniciativy sm\u011b\u0159uj\u00ed k\u00a0zapojen\u00ed mentor\u016f ve firm\u00e1ch s\u00a0c\u00edlem zv\u00fd\u0161it \u00fa\u010dast zam\u011bstnanc\u016f s n\u00edzkou form\u00e1ln\u00ed kvalifikac\u00ed v odborn\u00e9m vzd\u011bl\u00e1v\u00e1n\u00ed a p\u0159\u00edprav\u011b nebo nap\u0159\u00edklad podporuj\u00ed v\u00fdm\u011bnu zku\u0161enost\u00ed mezi \u0161koliteli, kter\u00fdm z\u00e1rove\u0148 poskytuj\u00ed metodickou podporu ve form\u011b nejr\u016fzn\u011bj\u0161\u00edch pl\u00e1n\u016f \u0161kolen\u00ed \u010di kulat\u00fdch stol\u016f.<\/p><h5><span style=\"color: #006eb8\"><strong>Doporu\u010den\u00ed z peer review<\/strong><\/span><\/h5><p>Hodnotitel\u00e9 z\u00a0\u010dlensk\u00fdch zem\u00ed s\u00edt\u011b EQAVET nab\u00eddli n\u011bmeck\u00fdm odborn\u00edk\u016fm na z\u00e1klad\u011b prozkoum\u00e1n\u00ed jejich syst\u00e9mu n\u011bkolik doporu\u010den\u00ed:<\/p><ul><li>zv\u00fd\u0161it d\u016fraz na m\u011bkk\u00e9 dovednosti, jako je p\u0159ipravenost na zm\u011bny,<\/li><li>organizovat pravideln\u00e9 kurzy pro \u0161kolitele, kte\u0159\u00ed by d\u00edky nim z\u00edskali aktu\u00e1ln\u00ed informace z\u00a0oblasti pedagogiky i spole\u010densk\u00e9ho v\u00fdvoje,<\/li><li>podpo\u0159it a pro\u0161kolit neform\u00e1ln\u011b zapojovan\u00e9 \u0161kolitele, kte\u0159\u00ed nemaj\u00ed osv\u011bd\u010den\u00ed,<\/li><li>zv\u00fd\u0161it motivaci \u0161kolitel\u016f.<\/li><\/ul><p>\u00a0<\/p><p>Kvalifikace \u0161kolitel\u016f je kl\u00ed\u010dov\u00fdm aspektem kvality odborn\u00e9ho vzd\u011bl\u00e1v\u00e1n\u00ed a jej\u00ed p\u0159izp\u016fsoben\u00ed nov\u00fdm v\u00fdzv\u00e1m je nezbytn\u00e9 pro zaji\u0161t\u011bn\u00ed kvalitn\u00ed p\u0159\u00edpravy budouc\u00edch pracovn\u00edk\u016f.<\/p><ul><li>Chcete se dozv\u011bd\u011bt v\u00edce?
